Who We Are, What We Do
The Division of Investigation (DOI) was established by the Legislature in 1961 to provide centralized law enforcement services for the Department of Consumer Affairs (DCA). As the police department for DCA, DOI provides law enforcement investigative services for the various regulatory boards, bureaus and programs within DCA pursuant to the authority under Business and Professions Code § 159.5 and 160 and Penal Code § 830.3(a). All DOI peace officers are authorized to conduct criminal and administrative investigations, obtain and execute search warrants, serve legal processes and make arrests anywhere within the State of California. As of July 1, 2014, the DOI consists of two units, the Investigation and Enforcement Unit and the Health Quality Investigation Unit, each of which provides specialized investigative services to different boards and bureaus within DCA.
DOI’s mission is to provide law enforcement investigative services in order to protect California consumers and licensees by effectively and efficiently enforcing laws, regulations and professional standards. Our goal is to protect the health, safety and welfare of California consumers by conducting investigations and by filing criminal, administrative and civil actions against subject licensees on behalf of the client agencies. In addition, DOI investigators provide dignitary protection, peacekeeping, and security services at hearings and public meetings held by client agencies.
As a special funded department, DCA’s boards and bureaus receive their funding through professional licensing fees. The investigative services DOI provides to the boards and bureaus are reimbursed exclusively by these fees.
DOI has been a member of the California Department of Justice, California Commission on Peace Officer Standards and Training (POST) since 1970. Consequently, all of DOI’s investigators are POST certified sworn Peace Officers. Certification mandates that DOI must adhere to rigorous requirements in the selection, training and retention of peace officer personnel. Among the requirements are a complete background investigation, medical examination, psychological testing, successful completion of a basic law enforcement academy and continuing professional training. DOI also requires quarterly weapons and defensive tactics instruction by POST certified firearms and defensive tactics instructors.
DOI’s investigative staff comes from varied backgrounds. Investigators have prior experience as law enforcement detectives, sexual assault investigators, computer forensics experts, internal affairs investigators, defensive tactics instructors, medical investigators and elder abuse experts. This wide diversity is brought together in investigative teams to conduct investigations on behalf of the boards and bureaus.
